If a new proposal is passed by the Rome city council, each administrative department will have to appoint one person responsible for evaluating complaints. All written or e-mailed complaints received from disgruntled residents will have to answered within 30 days. Time-limits will also be set for the release of permits and documents; a change of residence must be completed within 60 days, a request for a right-of-way must be approved or rejected within 30 days and a permit to work on the facade of a building should be available in ten days.
